White Cloud, KS, August 21: Grey Snow Management Solutions, LLC is proud to announce their recent award of $120,000 under the Indian Health Service (IHS) Fiscal Year 2018 Planning Cooperative Agreement award. This planning cooperative agreement supports the Iowa Tribe’s planning and preparation necessary for Grey Snow Management Solutions, LLC to assume responsibility for providing health care to tribal members.

Under the Indian Self-Determination and Education Assistance Act, the Iowa Tribe of Kansas and Nebraska has the right to assume responsibility for providing health care to its tribal members, as well as operate and manage the health care programs and services that are currently provided by IHS. Self-Governance will allow the Tribe to capture the federal dollars associated with IHS operation of compacted Programs, Services, Functions and Activities (PSFAs) to support the Tribe’s operation of those services within tribal programming. “Self-Governance will strengthen our tribal sovereignty through increased tribal control and will allow the opportunity to expand current programs and bring in new programs that would be funded through grants and third-party billing. I would also like to see tribal spouses to be eligible for direct services at the clinic” said Chairman Rhodd. In June 2018, the Iowa Tribe of Kansas and Nebraska delegated responsibility to Grey Snow Management Solutions, LLC to assume the planning cooperative agreement award activities.

The Planning Cooperative Agreement will provide IHS assistance to the Tribe with the planning phase of self-governance, which will include legal and budgetary research, organizational preparation, and internal tribal government planning, as it all relates to the administration of the assumption of the Tribe’s health care programs. “This is a great opportunity to extend and expand our already phenomenal health care programs, as the clinic will now be eligible for grants and third-party programs that the clinic run by IHS was not” said Mr. Hicks. It is the intent of the Iowa Tribe of Kansas and Nebraska and its subsidiary, Grey Snow Management Solutions, LLC to assume IHS responsibilities by March 2019.

Grey Snow Management Solutions, LLC is a Tribally-owned LLC wholly owned by the Iowa Tribe of Kansas and Nebraska. Under a memorandum of understanding, Grey Snow Management Solutions, LLC contracted with Morning Star Consulting, a Native American and Ioway Tribal member-owned consulting firm, to facilitate the application process.
